The Haiti episode represents the first and only instance of a UN-mandated military operation to restore democracy against the wishes of an effective government in the target state. This volume traces the development of the crisis from the coup against elected President Bertrand Aristide; the immediate responses of the United Nations and the Organisation of American States (OAS); the application of sanctions; attempts to negotiate a transfer of power; to the deployment of US forces in Haiti. The volume reproduces important materials, some of which would otherwise not be accessible, which emanate from the UN Security Council, the OAS, human rights bodies, and individual states involved in the crisis.The documents are placed in the appropriate context by editorial notes and a short introduction.
